Biographies of SARS Founders and Directors

Andrey Sirko, Founder of SARS, is a Canadian national. Before setting up SARS, he worked as Director of the Ukrainian office of the investment bank Renaissance Capital. Prior to that, he worked in the corporate finance team of SBC Warburg in New York and at Toronto Dominion Securities in Canada. In his previous employments, Andrey Sirko has executed numerous M&A transactions advising major Canadian, American and European corporations. He has been involved in privatization advisory and project finance transactions in the high-tech, oil and gas, electricity, and finance industries, mostly in the US and in Latin America.
Mr. Sirko focuses both on the domestic and the international business of SARS. He specialises in the telecommunications, media, and electric power business, where he has advised a number of domestic companies. He was involved in the purchase by Ukrtelecom of the minority shareholdings in UTEL from AT&T Corp., Deutsche Telekom, and KPN; the sale by AT&T Corp. of a majority stake in RTDC Corp. to MCT Corp.; the purchase by AES Corp. of Kievoblenergo and Rivneoblenergo; and the sale of AES Corp.'s assets in Georgia to RAO UES.
Mr. Sirko graduated as an aerospace engineer from the Kharkiv Aviation Institute specializing in mathematical modelling of control and guiding tasks for pilot-less flying objects. He also holds an MBA degree from the University of Western Ontario in Canada.

Maxim Moklyak, Director of SARS, has over 12 years of experience working in various finance positions. Prior to joining SARS, he spent 3 years working for Prime Capital Group, a Swiss-American investment group based in Kyiv. During this time, he was involved in a number of advisory and corporate finance assignments, including the sale of a food processing plant and the privatization of a leading wine-producing factory in Crimea. He also has experience working as a CFO and advisor to the Board of P5 Communications, a local telecom company. During his time at SARS, Mr. Moklyak has been mostly focused on transactions in the utilities and telecom sectors. He was involved in the sale of Ukrainian Cellular Provider UMC to MTS of Russia, and a most recent sale of a 100% stake in telecom company TK Velton.Telecom to ITC. Mr. Moklyak holds a B.A. and M.A in Economics from the Kyiv Taras Shevtchenko University and an M.B.A. from the Stockholm School of Economics, Sweden. Mr. Moklyak is a CFA charter holder.

Dr. Roland Spitz, Founder of SARS, is a German national. He has been involved in investment banking activities in various eastern European countries for over sixteen years. Before founding SARS, he was General Director of MC-BBL (Ukraine) Ltd. Prior to that, he worked for six years in Wasserstein Perella & Co.'s London office, where he was involved in developing corporate finance advisory business in continental Europe and the emerging economies of eastern Europe and Turkey. He was involved in various assignments in Switzerland, Ukraine, Turkey, Romania, Russia and Armenia, and in the creation and administration of direct investment funds in Russia and Ukraine.
Mr. Spitz has been directly involved in all major cross-border transactions on which SARS has advised. Such transactions have included: the purchase by Ukrtelecom of the minority shareholdings in UTEL from AT&T, Deutsche Telekom, and KPN; the purchase by AES Corp. of Kievoblenergo and Rivneoblenergo; and the sale by AT&T Corp. of a stake in ZAO Telmos to Rostelecom; the sale by AT&T Corp. of a 95% stake in RTDC Holdings Inc., and the sale by Tele Danmark Cellular AS of a 16.3% participation interest in Ukrainian Cellular Provider UMC to MTS of Russia; and the sale of AES Corp.\’s assets in Georgia to RAO UES.
Mr. Spitz holds an M.A. from the University of Munich as well as B.Phil. and D.Phil. degrees from Oxford University. He has held numerous research fellowships, and also spent one year at the University of California at Berkeley and the Institut Universitaire des Hautes Etudes Internationales in Geneva.
